Jessica Pugil is a seasoned strategist, evaluator and community organizer with extensive experience supporting large-scale collaborative efforts.
As founder and Principal of Working Partner, she leads all client engagements, bringing her unique capacity-building and evaluation skills, deftness as a problem-solver and passion for the community to every challenge.
Jessica’s background makes her especially well-suited for complex initiatives that require data-driven, multi-disciplinary, multi-jurisdictional community-wide solutions. She honed her skills as a community organizer leading efforts to secure water and sewer infrastructure in the colonias along the US/Mexican border. She has led large civic strategic initiatives to integrate technology into public libraries, expand access to high quality preschool, and create quality public spaces. Jessica has evaluated initiatives and programs aimed at increasing family financial stability, building the capacity of the healthcare safety net, implementing integrated healthcare, strengthening youth resiliency and developing organizational capacity.
She holds a Bachelor’s degree in political science from McGill University and a Masters degree from the LBJ School of Public Affairs. Jessica continues to feed her passion for learning through graduate professional studies, including the Advanced Studies in the Evaluation Certificate from Claremont Graduate University. When she’s not helping to make Houston a better city for all its residents, you can find Jessica swimming at her favorite pool or watching a great movie.
